The receipt counterfoil books for Crown Kent collec- tion should be printed on a special coloured paper with design in back ground which it would be difficult to copy.

That this Government should not demand an extra 5 cants on every dollar not paid in Hongkong Currency.

A small safe should be provided for the S.S. "Stanley" for the purpose of carrying remittances between taico and the Treasury. My past experience has shown me that the Cash Boxes are absolutely unsafe. I have seen several which have been forced open by means of a chisel and bar-

rer.

11. I suggest that either my Assistant cr myself should make a tour of inspection into the New Territory once a quarter, and in addition to this i think that in accordance with Financial lostruc- ion No.4 an indenpendent inspection might be made by the Treasurer.

12. In conclusion I wish to bring to the notice of His sxcel- lency the Governor the excellenct work performed by Sergeant Gerrard in conuection with this case of embezzlement. It has been no light work for him in addition to his ordinary duties, and I therefore strongly recommend that he receivs a bonus.
